Government (B2G)

Required since 2017

The Dutch government legally requires suppliers to submit invoices electronically via the Peppol network.

These are forwarded via Digipoort, the central digital hub of the central government, to the correct
government organization.

Private sector (B2B)

Voluntary and Peppol adoption is appealing

B2B e-invoicing is currently voluntary in the Netherlands. A legislative proposal is expected by the end of 2026 at the latest, with a phased implementation towards 2030 in accordance with European legislation regarding ViDA (VAT in the Digital Age).

However, due to European regulations and international trade, it is the global leader in the number of Peppol registrations.

FORMATS: SI-UBL and Peppol BIS Billing 3.0

The Netherlands uses two mandatory formats. The mandatory standard for government invoices is SI-UBL, an implementation of the European standard EN 16931. Peppol BIS Billing 3.0 applies to broader Peppol exchange.

Dokapi has both formats built in and offers full compatibility with the requirements of the Dutch public sector and European trading partners.

VIDA: B2B mandate on the horizon

ViDA (VAT in the Digital Age) is a package of reform measures to modernize VAT administration in the EU. It stipulates that e-invoicing will become mandatory between countries from 1 July 2030.

As a result, it is expected that in the coming years:

- the same standards will apply to structured invoices
- a strong network effect will emerge around Peppol
- data consistency will become increasingly important
- the need for APIs for e-invoicing will increase significantly

This means that organizations must prepare for a different way of working with invoice data,
going beyond paper or PDF invoices. Connecting to Peppol now gives your company a head start and prevents a
last-minute compliance project.

MANDATORY PEPPOL IDS

The following Peppol IDs must be applied in both SI-UBL 2.0 and Peppol BIS Billing 3.0 when sending a message to Dutch entities. The OIN is mandatory for central government entities, provinces, and municipalities. For other organizations, IDs based on the Chamber of Commerce (KVK) or VAT number can be selected.

- NL:KVK (0106): when using the KVK number as the Peppol ID

- NL:VAT (9944): when using the VAT ID as the Peppol ID

- NL:OIN (0190): when using the OIN as the Peppol ID
