B2B e-invoicing is currently voluntary in Luxembourg. However, as part of the EU's ViDA initiative, mandatory B2B e-invoicing is expected to be introduced by 2028. Connecting to Peppol now gives your business a head start and avoids a last-minute compliance project.
Luxembourg uses standard Peppol BIS Billing 3.0 with no national CIUS or local customisation, making it one of the more straightforward markets to connect to.
Invoices must be in XML UBL 2.1 or UN/CEFACT CII format and comply with the European EN 16931 standard.
Since March 2023, all businesses, regardless of size, are required to send structured e-invoices to Luxembourg public sector entities via Peppol. The rollout was phased by company size, starting with large businesses in May 2022 and completing with small and newly established companies in March 2023.
